Monster Dragon Demonstrates Draconian Threat

This animal, a dragon or monster representing a hybrid organism, partially canine is emblematic of "normal components" in an abnormal admixture (webbing between the digits, a dog-like head and a lizard-like tail). Except for China, few nations chose such "animal" as their emblem. 
In 620 BC lived a legislator known as Draco who promoted needlessly severe punishing laws known since as "draconian". Dragons pose a draconian threat.
