This individual has unusual (dysmorphic) facial features (suggestive of mental abnormality) and the missing arms are due to prenatal causes (etiology). In medical parlance, this is an instance of "phocomelia" (seal like arms).
A "Clinical Dysmorphologist" probably would also note the sparse and senile like hair and skin, peculiar gaze and breasts - concluding that this individual suffers form a generalized multiple congenital anomalies syndrome.
